The Pacific Aviation Safety Office (PASO) Council held its meeting at Warwick Le Lagon, Port Vila, Vanuatu from 3rd–5th November 2025, under the inspiring theme:
“Safer Skies, Connected Lives – Our Pacific Vision”
PASO Chairman, Mr. Fiu Mau Simanu, and the Deputy Prime Minister of Solomon Islands, Hon. Frederick Kologeto, warmly welcomed delegates, partners, and aviation leaders from across the Pacific region, with special acknowledgements to the Republic of Vanuatu as the Host State.
Over the three days, members came together to collaborate on strengthening aviation safety, security, regional connectivity, and partnerships across our Pacific skies. The meeting served as a platform to collectively identify forward-looking solutions and address the challenges faced by the aviation sector in their respective States.

Port Vila, Vanuatu – The Pacific Aviation Safety Office (PASO) is pleased to announce the appointment of Mr. Tyron Lam as the organisation’s new Head of Regulatory Oversight and Support Services, effective 4 August 2025.
Mr. Lam brings 19 years of aviation experience spanning both the public and private sectors. In Samoa, he served with the Civil Aviation Division of the Ministry of Works, Transport and Infrastructure (MWTI) and the Airport Authority, beginning his career in air traffic management, quality assurance before progressing to Manager Aeronautical Services. In this leadership role, he was responsible for Air Traffic Services, Telecommunications, Aerodrome Operations, and Information Technology. In the private sector, Mr. Lam contributed to aviation ground handling and VVIP airport services with VIPLANE, delivering operational support for high-profile clients and complex airport operations.
Tyron’s unique combination of regulatory oversight experience and operational leadership will be instrumental in advancing PASO’s mission to ensure safe, secure, and efficient air transport across the Pacific region.
PASO joined over 400 aviation leaders, academics, training experts, HR professionals, industry partners, and youth representatives from across the Asia Pacific and beyond who gathered in Singapore for the inaugural ICAO Asia Pacific Regional Training Symposium from 16 to 17 July 2025.
Jointly hosted by the International Civil Aviation Organization (ICAO) and the Civil Aviation Authority of Singapore (CAAS), the Symposium was officially opened by Ms Sun Xueling, Singapore’s Senior Minister of State for Transport and National Development, and Mr Juan Carlos Salazar, ICAO Secretary General, at the Suntec Convention Centre.
This event marked a key milestone under the ICAO Asia Pacific Regional Training Cooperation Framework (RTCF), established in 2024 to foster stronger collaboration between civil aviation authorities, training organizations, and industry stakeholders across the region.
Held under the theme “Enhancing Training Cooperation: Building Human Capital for the Sustainable Development of Civil Aviation,” the Symposium focused on aligning training to evolving industry needs, strengthening workforce support policies, and implementing targeted strategies to bridge regional skills gaps. The event also showcased cutting-edge advancements in aviation training, including the integration of artificial intelligence, virtual and augmented reality, and advanced simulation technologies to improve training outcomes and operational readiness.
PASO’s Head of Quality Management, Mr. George Tudreu, participated in Discussion Panel 4, where he presented the unique regulatory challenges faced by Pacific Small Island Developing States (PSIDS) in fully implementing the eight ICAO Critical Elements.
Mr. Tudreu emphasised that, although aviation activity in the region is comparatively low, PSIDS are still held to the same ICAO obligations as larger states and highlighted four core needs common across the region:
In efforts to address these challenges, PASO has shifted to a more coordinated, regionally harmonized oversight model. In 2025, PASO formalized the Comprehensive Oversight Implementation Framework (COIF) – a shared system of policies, procedures, aviation documents and oversight tools based on the New Zealand Rule Parts and aligned with ICAO’s USOAP CMA framework. The objective is for the framework to establish a scalable and sustainable pathway to regulatory compliance in that it will provide shared inspector resources, harmonized training, improve audit readiness, build inter- state operational oversight systems and reduce duplication.
A pilot is currently underway with one Member State, with plans for a progressive rollout to all its members.
PASO acknowledges ICAO’s role in championing regional innovation and the support of our strategic partners working alongside PASO to build a more resilient and collaborative oversight workforce across the Pacific.

The Pacific Aviation Safety Office (PASO) has released its Annual Report for 2024, following endorsement by the PASO Council of Directors.
The PASO Annual Report 2024 provides a comprehensive account of the regional aviation organisation’s operational performance and financial activities during the year. It offers key insights for Member States, development partners, and the broader Pacific aviation community, while also outlining PASO’s strategic priorities for 2025 and beyond.
PASO’s achievements and milestones throughout 2024 are presented through in-depth reporting and visual data. Key highlights include:
✅ Full regional coverage achieved through delivery of 568 regulatory oversight days
✅ Progress on the Pacific Island Inspectors Program, building local capability
✅ Launch of new strategic partnerships with Qatar Civil Aviation Authority and Pacific Fusion
✅ Expansion of PASO’s internal systems and quality assurance under GASOS and RRAP initiatives
✅ Delivery of in-country Member consultations and engagement aligned with the 2050 Blue Pacific Strategy
✅ PASO’s successful recovery from the December earthquake in Vanuatu, demonstrating operational resilience
✅ A 4.0/5 rating in PASO’s first-ever Staff Engagement Survey, reflecting a strong organisational culture
The Annual Report also provides audited financial statements, confirming PASO’s prudent financial management and accountability, as required under the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST) and PASO’s Constitution.
An evaluation of PASO’s performance against the 2023–2032 Strategic Plan and 2024 Business Plan is also included, providing a roadmap of the organisation’s achievements and its ongoing commitment to continuous improvement.

This week, the ICAO Asia and Pacific (APAC) Regional Training Symposium, is held from 16–17 July 2025 in Singapore.
The symposium, hosted by the International Civil Aviation Organization (ICAO), brings together aviation leaders, trainers, regulators, and institutions from across the Asia Pacific region to explore strategies for enhancing training systems, addressing competency gaps, and building a resilient and future-ready aviation workforce.
Representing PASO is our Head of Quality Management, George Tudreu who is joining the pool of aviation specialists as one of the panelists, contributing to insightful discussions on advancing aviation training and capacity-building across the region.

Apia, Samoa – 30 May 2025 – The Pacific Aviation Safety Office (PASO) successfully concluded PASO Week 2025, held at the LAVA Hotel in Apia, Samoa. Officially opened by the Honorable Prime Minister of Samoa, Fiame Naomi Mataʻafa, the week-long event brought together aviation leaders, regulators, and key stakeholders from across the Pacific to advance regional aviation safety, security, and collaboration.
This year’s event was proudly hosted by Samoa, a PASO member state, through the Ministry of Works, Transport and Infrastructure (MWTI) and its Civil Aviation Division. PASO Week 2025 featured two days of specialized technical workshops and culminated in PASO’s Annual General Meeting (AGM).
Themed “Safer Skies, Connected Lives – Our Pacific Vision”, the event underscored the region’s shared commitment to building safe, efficient, and sustainable aviation systems. The technical workshops provided valuable platforms for training, knowledge-sharing, and dialogue among Pacific aviation professionals and international partners.
PASO Council Chair, Fui Tupai Mau Simanu reflected on the success of the week:
“We are proud of the progress made this week, particularly in advancing technical collaboration and reaffirming our shared goals through the AGM. Samoa has been a gracious host, and the outcomes from PASO Week 2025 will further strengthen the aviation sector across the Pacific.”

The Pacific Aviation Safety Office (PASO) has released its Annual Report for 2023, following endorsement by the PASO Council of Directors.
The PASO Annual Report 2023 provides a comprehensive account of the regional aviation organisation’s annual operations and financial performance for PASO’s Member States, the Pacific aviation community, and development partners, while also outlining PASO’s plans to address challenges in 2024.
PASO’s programmes, activities, and achievements over 2023 are presented through detailed reporting and visual summaries. Key highlights include:
Strengthened regulatory oversight through compliance audits, inspections, and safety assessments.
Expanded international partnerships, including ongoing collaboration with the Qatar Civil Aviation Authority (QCAA).
IT Business Transformation, improving PASO’s operational efficiency through digitalization.
Financial performance updates, ensuring financial stability while investing in aviation safety initiatives.
Training and capacity-building activities to enhance technical expertise across the Pacific.
A snapshot of PASO’s service delivery highlights significant operational progress, with 610 regulatory workdays delivered to Member States in 2023.
Additionally, detailed financial reporting—including financial statements and analysis for the 2023 financial year—ensures transparency and accountability, meeting PASO’s obligations under the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST), PASO Constitution, and governance procedures.
An assessment of PASO’s performance against the 2018-2022 Strategic Plan and 2023 Business Plan is also included, providing insights into the organization’s progress towards its strategic priorities and annual objectives.

📍 PORT VILA, 26 MARCH 2025 – The Pacific Aviation Safety Office (PASO) is proud to announce the signing of a significant Grant Funding Arrangement (GFA) with the Australian Government, represented by the Department of Foreign Affairs and Trade (DFAT).
Formalized during the 3rd Regional Aviation Ministers’ Meeting at the Pacific Islands Forum Secretariat in Suva, Fiji, this agreement highlights a shared commitment to strengthening aviation safety across the Pacific.
This collaboration represents a vital investment, with DFAT committing financial support valued at AUD 1.1 million for 2025. This funding will enable PASO to carry out essential activities such as:

📚 Capacity-building programs
🛠️ Technical assistance tailored to the needs of its Member States
These initiatives aim to ensure safer skies and foster long-term sustainability in aviation safety regulation throughout the region.

SUVA, 20 MARCH 2025 – The Pacific region was recognised for its visionary strategies and actions by the International Civil Aviation Organisation Regional Director of Asia and Pacific, Mr Tao Ma at the Third Regional Aviation Ministers (RAMM3) meeting today.
While opening the meeting, he said “It is encouraging to note that considerable effort in the civil aviation field has been initiated from within the region through important high-level forums such as this event, and through the launching of visionary strategies such as the Pacific Regional Aviation Strategy.”
“We are greatly encouraged by the Aviation Strategy, and particularly by the well-defined outcome statements documented under the strategic goal of Regional Connectivity and its two priority streams of Aviation Safety and Security and Harmonized Regulatory Systems, that will help to drive improvement in Pacific regional aviation safety and security performance towards parity with the rest of the world.”
Despite the challenges in infrastructure, limited financial and human resources, remoteness and costly airfares to and from the Pacific, the region strives to create an environment that is safe, secure and has a sustainable aviation system.
To date, the region has endorsed the Pacific Islands Civil Aviation Safety and Security Treaty, Regional Pacific Aviation Strategy, the Framework for Aviation in the Pacific the Port Moresby Declaration and at today’s meeting, the Ministers for Aviation endorsed the Pacific Regional Engagement Framework and the Pacific Regional Aviation Action Plan.
As host of the Third Regional Aviation Ministers Meeting (RAMM3), Fiji’s Deputy Prime Minister and Minister of Tourism and Civil Aviation, Mr. Viliame Gavoka reminded delegates that “Aviation is the backbone of connectivity in our region—linking our people, businesses, and communities. It is the bridge that connects our islands to the global economy, facilitates trade and tourism, and ensures vital services reach even our most remote communities.”
He said “As we navigate the evolving challenges and opportunities in the aviation sector, RAMM3 serves as a crucial platform for collaboration, innovation, and collective decision-making. Our discussions over the next two days will shape the future of aviation in the Pacific and strengthen our regional partnerships.
In his opening remarks, Pacific Islands Forum Secretariat Secretary General, Baron Waqa said “In 2022, Pacific Forum leaders endorsed and launched the 2050 Strategy for the Blue Pacific Continent which sets the foundations for us to rethink and reconsider how we can work together better as one region to advance our collective efforts.”
“I am heartened by the fact that the Pacific Regional Aviation Strategy aligns with and informs your sectoral contributions to our regionalism vision. But as we all recognise, strategies and policies are just ideas and unless we drive and institutionalise its implementation, these remain as they are – just ideas,” he added.
He emphasized the need to “actively engage on enhancing regional collaboration in the aviation sector to improve affordability and access, particularly for our Smaller Island States. Aviation plays a crucial enabling role as a driver for many of our economies and regional priorities, and it is in a forum such as this, that you can truly shape the future of this sector.”
The Third Regional Aviation Ministers Meeting (RAMM3) brought together several Ministers for Aviation from the Pacific, a range of stakeholders from regional and international organisations as well as the private sector to discuss issues of relevance for the development of the aviation and transport industry. The first face-to-face high level regional meeting in aviation concludes tomorrow.

SUVA, 21 MARCH 2025 – Aviation Ministers unanimously endorsed the Suva Declaration for Regional Collaboration and Connectivity at the closing of the Third Regional Aviation Ministers (RAMM3) meeting.
As chair and host of the first in-person aviation meeting, Fiji’s Deputy Prime Minister and Minister for Tourism and Civil Aviation, Mr Viliame Gavoka said “This is a follow on from the Port Moresby Declaration on Aviation Safety and Security Oversight, and the commitment we made in 2021.”
Adding to the already robust commitments for aviation, the Suva Declaration looks at:
Minister Gavoka said “In endorsing the Suva Declaration, we commit to these principles and pledge to work together in advancing sustainable aviation and connectivity for the prosperity and well being of the aviation sector in the Pacific region.”
The region now has the Pacific Islands Civil Aviation Safety and Security Treaty, Regional Pacific Aviation Strategy, the Framework for Aviation in the Pacific the Port Moresby Declaration, Pacific Regional Engagement Framework, Pacific Regional Aviation Action Plan and the Suva Declaration.
As Secretariat of the Meeting (RAMM3), Pacific Safety Aviation Organisation (PASO) General Manager, Ueta Solomona said “Our organisation plays a crucial role in regional oversight and development. We work by addressing specific needs and threats to the Pacific and creating a comprehensive support system for the aviation industry that is in line with global development.”
“The endorsement by the Ministers for Aviation is an indication of the commitment from the region for a safe, secure and sustainable aviation system and these are all in line with the overarching 2050 Strategy for the Blue Pacific Continent,” he said.
“At the heart of it all is regionalism and how we can best work together to ensure every flight is safe, secure and sustainable. This is about connecting communities to each other and the global economy. It is about ensuring services reach the remotest parts, and trade and tourism is made easier,” he added.
The Meeting concludes today with Tuvalu hosting the next Regional Aviation Ministers Meeting virtually in 2026.
