EVENT: PASO Zoom Training – Runway Condition Reporting: ICAO Global Reporting Framework

This Thursday (25 June 2020) at 10am Port Vila time, PASO is conducting Zoom Training for all PASO States Civil Aviation Authority’s and Airport Authority runaway/aerodrome (safety) teams on the new ICAO requirement for Runway Condition Reporting as per the ICAO Global Reporting Framework.

The training is being delivered by PASO Aviation Specialist, Mike Haines via Zoom. This training is specially tailored for Pacific States and will be conducted with Pacific State aerodrome environment and challenges in mind.

The ICAO Global Reporting Format (GRF) for Runway Condition Reporting (RCR) needs to be implemented by 5 November 2020.

This PASO airport runway safety training is made possible by funding from the World Bank.

Council of Regional Organisations of the Pacific Statement – Working together on the COVID-19 Crisis

SUVA, Fiji: The coronavirus (COVID-19) pandemic is a global health emergency of unprecedented scale, which is threatening the health, wellbeing and security of all Pacific people. This crisis recognizes no borders and requires leadership, coordination, and cooperation from across our Blue Pacific region.The Council of Regional Organisations of the Pacific (CROP) has pledged its full support to Pacific Island Countries and Territories (PICTs) in the response and recovery to this crisis. As Heads of CROP agencies, we are meeting regularly on COVID-19, with agency resources and staff being adjusted to ensure PICTs are provided with the information and support they require on COVID-19, while continuing to progress existing regional priorities. CROP agencies are also working closely with Pacific leaders and ministers to take concrete action for the health, safety and wellbeing of Pacific people together with international and regional partners.

How are CROP agencies supporting regional response efforts to COVID-19?
Pacific Humanitarian Pathway on COVID-19 (PHP-C)
Forum Foreign Ministers have agreed to establish a Pacific Humanitarian Pathway on COVID-19 (PHP-C) to expedite assistance and cooperation between Pacific countries in preparing for, and responding, to COVID-19. The PHP-C is providing regional leadership, direction and coordination to enable the provision of medical and humanitarian assistance from regional and international organisations in a timely, safe, effective and equitable manner. The first delivery through the PHP-C arrived in Nadi on 21 April. This donation of personal protective equipment is being distributed in Fiji, Papua New Guinea, New Caledonia and French Polynesia. Media release here.

COVID-19 Joint Incident Management Team (IMT)
Coordinated by WHO in the Pacific with CROP representation from SPC and PIFS, the Joint IMT has developed and are implementing a six-month Pacific Action Plan Novel Coronavirus (COVID-19) Preparedness and Response. The Joint IMT is currently helping to address critical supply needs for countries including the procurement of laboratory packaging and personal protective equipment (PPE) and providing technical advice on a range of public health measures.

Pacific Public Health Surveillance Network (PPHSN)
As CROP focal point for this network, SPC is currently deploying staff to do in-country training on COVID-19 case identification, contact tracing, case investigation, outbreak management, in-country assessment, training on infection control and coordinating the procurement process for point-of-care tests (BD Veritor System). The PPHSN includes six services to prevent and respond to epidemics -coordination of laboratory services, surveillance systems, infection control, alert and communication, knowledge exchange and capacity building.

Socio-economic recovery efforts
While the immediate focus of CROP agencies is supporting regional response efforts on COVID-19, CROP agencies are also working to assess the wider economic and social impacts of this crisis, and provide advice to Pacific Leaders and Ministers on options to strengthen recovery efforts over the medium to longer term.

The tourism sector has been severely impacted. SPTO continues to share information on the impacts and responses from tourism sectors throughout the region. This is informing Pacific regional cooperation on tourism’s recovery from COVID-19.CROP agencies are also considering the impacts and recovery efforts for trade, investment and remittance flows; food security, fisheries and agriculture; and environmental and waste management.

There is no doubt that in the short term, COVID-19 is impacting the work of CROP agencies. Many meetings and events have been postponed or repurposed and some projects are being adjusted or slowed as we unite behind this common challenge. Face-to-face classes at all USP campuses in the region were initially deferred, and are now being conducted virtually. CROP agencies are continuing critical work on ongoing regional priorities including climate change action and building Pacific resilience. The efforts we are taking now will help get us through this crisis together.

The members of CROP will continue working to ensure that the Pacific can face this challenge in the same way that we have faced others in the past- with confidence, resilience and unity, in the true spirit of our common Blue Pacific.

Aviation safety sector works together to respond to Tropical Cyclone Harold

PORT VILA, Vanuatu: The Pacific Aviation Safety Office (PASO) and the Civil Aviation Authority of Vanuatu (CAAV) are working together with Vanuatu’s civil aviation operators to ensure Vanuatu’s commercial chartered aircraft are meeting international airworthiness safety standards as they respond to Tropical Cyclone Harold.

“PASO is currently providing technical expertise to CAAV to assist with airworthiness certificates renewals for commercial chartered operators’ aircraft that have had major maintenance carried out,” said PASO Operations Manager, Mr. Netava Waqa.

“These commercial aircraft are vital to Vanuatu’s current emergency Tropical Cyclone Harold relief response and PASO’s technical aviation safety oversight will enable the CAAV to properly assess and certify that these aircrafts can safely return to the air to help Vanuatu’s communities.”

“PASO and CAAV are cooperating to carry out meticulous inspections of aircraft operators’ maintenance records to ensure aircraft have been maintained fully in accordance with the required standards and are therefore, safe to operate to carry passengers,” said Mr. Waqa.

Vanuatu’s commercial chartered operators are a critical component of the Pacific nation’s current emergency response to the devastating impacts of Easter Sunday’s Tropical Cyclone Harold in the northern provinces of the nation.

With Vanuatu in a self-imposed COVID-19 locked down, foreign aid is restricted to the transport of emergency supplies to the capital Port Vila. The Pacific nation is relying on locally based, commercial chartered operators to reach Vanuatu’s network of small remote airports to transport emergency supplies onto impacted remote communities across the wide geographical area affected by the natural disaster.

Commercial chartered aircraft are in demand to carry out impact assessments, transport critical relief equipment and emergency supplies, and medivac retrievals of critically injured patients on behalf of the Vanuatu government, aid donors, and private citizens. Vanuatu has five commercial chartered operators which have around 20 domestic aircraft servicing the country.

“We are really pleased to support the strong work of the Civil Aviation Authority of Vanuatu to get these planes back into the skies to help Vanuatu. We are also very pleased to be able to support Vanuatu’s local operators who provide an essential service,” said PASO’s General Manager, Mr. Andrew Valentine.

“One such operator has an aircraft that was previously a victim of Tropical Cyclone Pam in 2015. It was so badly damaged it was rendered unserviceable. Now this aircraft has been repaired in accordance with approved aviation standards by the operator, and CAAV and PASO are in the process of confirming its airworthiness status so the aircraft can take to the skies again.”

Mr. Valentine said, “We are appreciative of the New Zealand Government’s financial support to enable PASO to provide a highly specialised aviation technical advisor to strengthen CAAV’s efforts”.

Despite the Advisor being currently based in New Zealand due to the current COVID-19 travel restrictions, PASO has been using innovative ICT technology to continue to provide much needed regulatory services to Vanuatu. PASO is now looking to provide these services remotely to other PASO Pacific Member States.

“The Civil Aviation Authority of Vanuatu (CAAV) appreciates and acknowledges PASO management for recognising the urgent need for continued regulatory compliance during these unprecedented times brought about by COVID-19 and Tropical Cyclone Harold,” said the Director of CAAV, Ms. Jackie Langati Trief.

“We also acknowledge the New Zealand Government’s assistance to enable technical support to facilitate regulatory compliance to the aviation industry in Vanuatu.”

While the CAAV are the lead agency for air safety and security compliance in Vanuatu, it is the role of PASO to support and strengthen CAAV’s and other Pacific Member States civil aviation requirements.

PASO, which is hosted by the Republic of Vanuatu in Port Vila, was created by the 10 Member States of the PICASST treaty to provide specialized regulatory aviation safety oversight services and capacity building to their respective National Civil Aviation Authorities.

Mr. Valentine said, “Achieving compliance with required International Civil Aviation Office (ICAO) Standards and Recommended Practices (SARPs) for aerodromes, air navigation services, airworthiness, aviation security, flight operations and personnel licencing is an absolute necessity for Pacific governments to ensure their civil aviation industry can operate safely.”

“PASO plays a critical role in delivering aviation safety and security for the Pacific,” concluded Mr. Valentine.

PASO Council of Directors Meeting Prepares for 2020 Pacific Regional Aviation Ministers Meeting

PORT VILA, Vanuatu: Strengthening regional civil aviation safety and security outcomes for Pacific Islands was discussed at the biannual Pacific Aviation Safety Office (PASO) Council of Directors meeting in Port Vila in December 2019.

Over 60 Pacific region and international delegates, including Council Members representing the 10 Pacific Island signatories to the Pacific Islands Civil Aviation Safety and Security Treaty (PICASST), were in attendance at the PASO Council Meeting from 9 to 12 December 2019.

The Council was joined by Pacific government civil aviation authorities’ representatives from Cook Islands, Kiribati, Nauru, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The governments of  Australia, Fiji, and New Zealand, the Pacific Island Forum Secretariat (PIFS), the World Bank, and Asian Development Bank (ADB), together with the International Civil Aviation Organization (ICAO), Airways New Zealand, Association of South Pacific Airlines (ASPA), Civil Aviation Authority of Singapore, the United States of America’s Federal Aviation Administration (FAA), and PASO’s civil aviation inspectors attended.

“This is the largest delegation to a PASO Council meeting and is a strong indicator of the increased trust and confidence that PASO is heading in the right direction,” said Mr. Wilson Sagati, PASO Chairman.

The PASO Council meeting is the first steps taken following the Pacific Islands Forum Leaders Meeting in Tuvalu in August this year, where Leaders endorsed the convening of a Regional Aviation Ministers Meeting (RAMM) scheduled for March 2020 in Port Moresby, Papua New Guinea.

This week the PASO Council reviewed initial papers for the RAMM and took the opportunity to have a broad and open discussion aimed at strengthening aviation in the Pacific. The Council also committed to ensuring all Pacific Islands Forum Members are included.

“Significantly, the RAMM provides an excellent opportunity for all Pacific nations to collaborate and coordinate for the benefit of our region,” said Mr. Sagati.

The PASO Council also considered how the RAMM can be positioned to include important ICAO global initiatives, such as the Global Aviation Safety Plan, as well as the Pacific Islands Forum Leaders’ vision of Pacific Regionalism.

The Council meeting also recognized the recent success stories of PASO, especially the repayment of 25% of the Asia Development Bank (ADB) loan.

“I am pleased to confirm that PASO has paid off AUD$400K of its long standing debt to the ADB. This is a testament to PASO’s increased operational demand and prudent financial management,” said Mr. Sagati.

PASO’s Deputy Chairman, Mr. Magele Hoe J. Viali, handed over a symbolic cheque on behalf of PASO’s Council to Senior ADB Country Coordinator, Ms. Nancy Wells. Witnessing the moment were representatives from the four PASO Guarantor States of the ADB Loan – Kiribati, Papua New Guinea, Samoa, and Vanuatu.

The loan was granted to PASO in 2007, after 10 Pacific Governments signed the PICASST establishing PASO as a regional body headquartered in Port Vila.

Throughout the 4-day meeting, the PASO Council affirmed PASO’s strategic direction and priorities for 2020 and took the time to start thinking about the future direction of PASO.

This consideration was on the back off significant short term growth. “Since 2017, PASO has increased its services to Pacific member States by 50% through significant operational activities, and by providing quality advice and promoting capacity building for civil aviation staff,” said PASO General Manager, Mr. Andrew Valentine.

The PASO Council will next meet for a Special Council Meeting in February for the purposes of coordination for the RAMM.

PASO was created by the 10 Member States of the PICASST treaty, to provide specialized regulatory aviation safety oversight services to their respective National Civil Aviation Authorities.

PASO Leadership attend 40th ICAO General Assembly

From 24 September to 4 October, PASO General Manager and Operations Manager travelled to Montreal for the 40th General Assembly of the International Civil Aviation Organization (ICAO), the UN body responsible for air transport. The gathering, which takes place every three years, provided the opportunity to have all member nations in the same venue and represent the occasion to discuss all the hot topics in Civil Aviation as well as deliberate on proposals that are intended to involve the entire aviation community.

During the event, PASO held a series of bilateral meetings with a large number of stakeholders, including PASO Member States, current and potential donors, as well as other Regional Aviation Oversight Organizations (RSOOs) recognized by ICAO.

PASO’s attendance to the ICAO was funded under the World Bank PASO Reform Project.

PASO operates two aviation safety and security training and capacity development initiatives.

RPAS (drones) training course at Massey University completed

On 6-8th August, 15 participants from PASO Member States took part in a 3- day professional training course titled ‘Remotely Piloted Aircraft System – Introduction to Regulations and Operator Conduct’ at Massey University School of Aviation. The School is a NZ CAA part 149 certified training organization with significant expertise in RPAS regulation and safety management.

The course participants included Senior Officials such as Directors of Civil Aviation and a Secretary of Transport, as well as subject matter experts from 9 of the 10 PASO States.

Course participants enjoyed the materials as well as the hands on elements. The course covered an overview of New Zealand’s part 101 and 102 rules, as well as exercises that allowed participants to understand operators’ responsibilities with regards to those rules. Finally, on the third day participants had the change to operate drones themselves, in Massey’s on-campus training facilities.

The course is a great starting point for PASO Members to strengthen understanding of drone regulation under NZ Aviation Rules. With World Bank funding, PASO has recently contracted a consultancy – AvLaw Pty. Ltd. led by Prof Ron Bartsch – to look at a harmonized rules for the Pacific. The course at Massey University equipped participants with the knowledge to actively participate in the development of such rules.

The RPAS course  was made possible with support from the World Bank Reform project, under the Civil Aviation Strengthening program, which funds technical training for PASO Member States.

The next course funded under this program is the ICAO Risk Management Workshop, Nadi, Fiji, 22-25 October 2019.

Further to a comprehensive Staff Training Needs Analysis conducted in February and March of this Year, during the week of 10 June, PASO Staff took part in a week-long training session covering key business skills such as Time Management, Leadership, Minute-Taking, Facilitation, etc.

The sessions were led by James Alderton, a Business Executive with over 30 years of experience, and an outstanding trainer with broad knowledge. James’s skill set was sourced thorough PDT, a corporate training provider based in Australia. The PDT team were able to quickly identify a talented trainer that could cover all the diverse topic areas PASO had requested.

One of the most memorable takeaways from the Time Management session was to “Eat The Frog“; PASO staff have now converted to this method, and plenty a frogs are being eaten at PASO premises every day, with tangible improvement in effective time management.

The training sessions were also attended by a number of CAA Vanuatu staff members, who enjoyed the materials and the opportunity to share experiences and insights with PASO staff.

As noted by PASO Operations Manager, Netava Waqa, this was the first time in the organization’s history that PASO Staff went though a formal needs assessment and training exercise of this type. The training was made possible with generous funding from the World Bank, under the PASO Reform Project.

 

At the end of the week, the trainer also received a lesson in local Vanuatu kaston, from Peter (Security Inspector – CAAV), Manfred (Flight Ops Inspector – CAAV), and Mattia (Project Manager – PASO). James successfully learned how to ‘lift a shell’ in the beautiful setting of Shefa Nakamal.

PASO and SPTO sign Memorandum of Cooperation

Following a successful Board Meeting of the South Pacific Tourism Organisation (SPTO) on May 8th, the Pacific Aviation Safety Office (PASO) signed a Memorandum of Cooperation (MoC) with the SPTO, to further strengthen the relationship between these two regional organisations.

SPTO is an intergovernmental organisation that markets, promotes, and develops tourism in the South Pacific in overseas markets, and PASO ensures compliance in international aviation safety and security standards in the Pacific. Given the importance of economic growth to the region, the development of tourism in the Pacific Region, and the need for safe and secure air travel, the strategic objectives of these two organisations are closely related.

The MoC signed on 8th May by Mr. Andrew Valentine, General Manager of PASO, and Mr. Christopher Cocker, Chief Executive Officer of SPTO covers information sharing, participation in meetings as well as enables increased cooperation and collaboration on new and emerging projects that have shared interests. Mr. Valentine said, “The opportunity to work closer with SPTO is an important step in our collective efforts to provide more support to our Members’ economic growth ambitions. Mr. Cocker responded by saying, “Air access is key to the Pacific Islands for tourism development as well as safe air travel for our visitors is paramount to SPTO and we are delighted to formalize our relationship with PASO”.

PASO Annual General Meeting held in Niue

On 2-4 April, the Pacific Aviation Safety Office (PASO) held its Annual General Meeting in Niue. 45 participants – including Director Generals and Chief Executives, Directors of Civil Aviation, Senior Government officials including representatives from the Pacific Islands Forum Secretariat, Airways New Zealand, and the International Civil Aviation Organisation (ICAO) travelled from across the Pacific to Niue for the event.

The PASO ouncil meets twice a year and involves bringing together governments and regulatory authorities, as well as relevant stakeholders from across the pacific to govern and direct the Pacific Aviation Safety Office. The meeting in Niue involved opportunities to cover a wide range of governance matters and important aviation matters affecting the region.  PASO’s continuing strengthening and reform was also discussed.  Delegates heard of PASO’s healthy financial and operational performance of during 2018 and discussed a range of initiatives and planned activities that will strengthen aviation across the region. 

A key highlight of the meeting was progressing the proposal for the reinstatement of a Regional Aviation Minister’s Meeting, to be considered by Leaders at the 50th Pacific Islands Forum in Tuvalu in August 2019.

First PASO Reform Project Steering Committee meeting of 2019

On 7th and 8th March 2019, the PASO Reform Steering Committee convened at PASO’s Office in Port Vila, for the first meeting of 2019. This is the first time in recent memory that a Steering Committee meeting was held in Vanuatu. It represented an opportunity for PASO to make use of its new Conference Room. PASO’s office facilities were recently refurbished, following the signature of a new Hosting Agreement with the Government of Vanuatu (see story below).

Delegates traveled from Kiribati, Samoa, and PNG to attend the event, during which PASO provided an update on Reform Project Activities (past, present and future) as well as illustrating the impact that the Reform Project had on PASO’s financial and operational performance. Steering Committee delegates took note of the successful turnaround of the organization, and the Committee endorsed PASO’s proposals for future reform activities between now and December 2021, when the Reform Project is expected to end.

The PASO Reform Project is funded by the World Bank, as part of the wider Pacific Aviation Infrastructure Program (PAIP), which includes infrastructure upgrades to international airports in Vanuatu, Samoa, Solomon Islands, Kiribati, Tonga and Tuvalu.
